The online document is a comprehensive document packed with design concepts including layout, palettes, animation, images, patterns and styles. Although the guidelines in this document are not the bible when it comes to design, there is definitely enough information detailed here to offer insight and guidance to anyone looking to give their end users the best experience possible.

A lot of the sections give great examples of do and don'ts and a lot of the examples will make perfect sense when viewed. Some of the guidelines are thought-provoking and will make designers question their current design methodologies. The Patterns section alone gives ample insight into various transitions, settings and scrolling patterns that will take a while to digest.

The Google Design Material, is a fantastic free resource to have available and I think any web developer will take at least one idea away with them after reading.
